Some PDF files that include forms cannot be viewed in all PDF readers. This often includes the default PDF readers in web browsers. When clicking directly on the link with the file's name the user is greeted with the following.
Instead of clicking on the name of the file, users should download the file by clicking on the icon in front of the file. Once the file is downloaded, it can be opened from the local file system using an Adobe Acrobat Reader or other PDF reader that can handle the file in question. If the problem persists, it may be required to enable some features (enable all features to be on the safe side - at least temporarily) in the PDF reader being used.
